Gerakan radikalisasi agama dalam wujud apa pun termasuk yang paling ekstrem teror bom sebetulnya sudah ada sejak era tahun 1950-an. Akibatnya timbul semacam islamophobia dan memandang bahwa Indonesia adalah negara sarang teroris. Serangkaian aksi teror dan tindak kekerasan oleh sekelompok organisasi Islam yang terjadi kurang lebih satu dasawarsa terakhir telah menjadikan Indonesia sebagai salah satu negara yang mendapatkan kecaman dunia internasional. From the conditions of implementation of the handling it can be found the root of the problem so that a strategy can be formulated to improve the handling of transnational crime in the territorial waters of the Republic of Indonesia with other countries. So it is necessary to do research on how the implementation of handling transnational crime at this time, especially in locations that are factual or potential occur such as in the waters of Nunukan-North Kalimantan Province, Indonesia which is directly adjacent to the City of Tawau-District Sabah, Malaysia. The negative impact that is felt at this time is the tip of increasing the number of transnational organized crime (TNOC) that occurred in the NKRI. The Territory of the Republic of Indonesia (NKRI) region which is a world crossing position is the world's maritime axis where the flow of world transportation and world telecommunications is passed. The development of the global and regional strategic environment has an impact on the development of the national strategic environment. Theoretical and practical implications for public relations and public diplomacy are discussed. Moreover, we found that it was economic relatedness rather than the similarity of culture or political systems that contributed to the success of governments in shaping the international agenda about the crash. The findings suggest that, in addition to the governments’ public relations messages, Polish and Russian news outlets played a significant role as their countries’ advocates in determining the international media agenda. In addition, it examines politico-cultural proximity and economic relatedness as the factors influencing the outcomes of mediated public diplomacy efforts. More specifically, the study attempts to assess the role of government communication in shaping the international agenda regarding the crash vis-à-vis the role of Polish and Russian media outlets which also served as information sources for international media. The study explores Polish and Russian governments’ communication efforts to shape international news coverage of the 2010 airplane crash near Smolensk, Russia, which killed the Polish President Lech Kaczynski and most of his Cabinet.
